The challenges in customs and foreign trade

Although ChatGPT provides fluent and convincing answers at first glance, its linguistic capabilities should be treated with caution. The seemingly impressive performance of the speech AI can sometimes be deceptive. Occasionally, ChatGPT generates factual untruths, which are referred to as "hallucinations" in AI research. In subtleties, the chatbot even indicates that it can provide inaccurate information about people, places or facts.

If ChatGPT is "aware" of its knowledge gaps, it at least points out the need for professional advice from an expert. An integrated security filter that takes into account the ethical standards of ChatGPT's country of origin (Open AI is based in the USA) also enables it to warn of illegal activities. For example, when asking ChatGPT about ways to save on import costs based on customs tariff numbers, the chatbot warns that this is illegal and that one must follow the applicable guidelines for correct classification. In version 3.5, however, this filter can be circumvented with a few tricks. With the new version GPT-4, "objectionable" content is to be definitively prevented and the error rate reduced by 40%. Nevertheless, it is not advisable to rely solely on ChatGPT for the delivery of a specific customs tariff number or dual-use code for specific goods. In some cases, ChatGPT may provide the correct number, but one should not expect factually correct answers. This has already caused disappointment to some customs officers who had high hopes for the new technology. The best way to understand why this is the case is to take a closer look at how ChatGPT works.
